Meetings for the Board of Supervisors
Beginning in February 2020, regular meetings of the Board will be held on the second Monday of each month.  Regular meetings will alternate between  afternoon and evening meetings. Should the meeting date fall on a state holiday, the Board will select an alternate meeting date.  (See the full schedule below.) Meetings of the Board are held in the Board Room of the County Administration Office, 250 LeGrande Avenue, Suite A, Charlotte Court House, Virginia, 23923. 
 
Public Comment Policy
The Board of Supervisors is committed to allowing members of the public the opportunity to offer comments and suggestions for the efficient and effective administration of government. A special time is set aside at the beginning and end of each Board meeting for the purpose of receiving such comments and suggestions. All individuals speaking during the public comment periods are subject to the County's public comment policy.
 
Special Notices

Notice Regarding COVID-19 Procedures

General:  
Seating in the boardroom will continue to be limited due to social distancing requirements. In person attendance IS STRONGLY DISCOURAGED, however, seating in the boardroom allows for approximately twenty people total to be present, including board members and staff, at a meeting.  Seating is available on a first come first serve basis.  Attendees MUST sit in a designated seat allowing for six (6) feet of separation.  Masks are required in accordance with Virginia's Executive Order 63 and temperatures will be taken at the door prior to entry.

Public Comments:  
In Person:  Comments can be presented in person at public meetings and hearings now.   

In Writing:  Public comments for meetings and hearings can also be provided in writing. Written comments can be e-mailed to publiccomments@charlottecountyva.gov or can be delivered to the Administration Office; placed in the drop box at the Administration Office; or mailed to PO Box 608, Charlotte Court House, VA, 23923. All comments provided in writing need to identify the hearing or meeting the comments pertain to and must include the provider’s name and address.  Written comments should not exceed 500 words.

By Phone:  Telephone voicemail comments can be left to be played back at the meeting or hearing by dialing (434) 542-5118.  Commenters are asked to note that a three minute time limit will apply to public comments during public hearings. Individuals need to identify the hearing or meeting the comments pertain to and must include their name and address.   Comments received in writing or by voicemail are due by 12:00 p.m. the day of the meeting.  The three minute time limit  (see public comment policy) will apply to comments left on voicemail.  

Live Audio Stream & Audio Recordings:
The County is providing live audio streaming for meetings and public hearings.  Live Audio is accessible by phone or on-line.   The call-in number is 1-312-626-6799.  Each meeting has a unique ID number and password which can be obtained  prior to the meeting by calling 434-542-5117 or e-mailing melder@charlottecountyva.gov.  Additionally, all meetings are recorded and the audio files will be posted below within a day or two of the meeting.

Public Hearings
NOTICE OF PUBLIC HEARING
CONDITIONAL USE PERMIT APPLICATION - COURTHOUSE SOLAR  

The Charlotte County Board of Supervisors will conduct a public hearing on Monday, December 14, 2020 at 6:05 pm or as soon thereafter as possible, at the Charlotte County Administration Office, 250 LeGrande Avenue, Suite A, Charlotte Court House, VA to receive public comment regarding Courthouse Solar LLC’s conditional use permit application for a proposed 167 megawatt AC utility-scale solar energy system to be located southwest of the Town of Charlotte Court House and generally bound to the north by George Washington Highway (Rt. 40), to the west by Tollhouse Highway (Rt. 47), to the east by Eureka School Road, and to the south by Ash Camp Creek.   Included tax parcels, owned by Blue Rock Resources, LLC; Ridgeway Farm LLC; and Robert Locke are 39-A-81, 39-A-82, 39-A-83, 39-A-84, 39-A-77, 39-A-78, 39-A-79, 39-A-80, 39-A-94, 39-A-95, 51-A-62A, 40-A-44  and consist of approximately 1,354 acres.  The proposed facility would occupy approximately 1,000 acres, connecting to the power grid through an existing transmission line.

Following this hearing, the Board of Supervisors may vote on the application at their December 14th, 2020 meeting or at a subsequent public meeting of the Board of Supervisors.

NOTICE OF PUBLIC HEARING
SHERIFF’S OFFICE BODY-WORN CAMERA SYSTEM POLICY


The Charlotte County Board of Supervisors will conduct a public hearing on Monday, December 14, 2020 at 6:05 pm or as soon thereafter as possible, at the Charlotte County Administration Office, 250 LeGrande Avenue, Suite A, Charlotte Court House, VA to receive public comment on behalf of the Charlotte County Sheriff’s Office regarding the Sheriff’s Offices’ adoption of an updated written video recording policy which includes implementation of a body-worn camera system. A copy of the Sheriff’s Office’s proposed policy is available here or can be obtained at the Charlotte County Administration Office at the above address during normal business hours.

In accordance with Virginia Code §15.2-1723.1, the public is invited to present their views regarding the policy prior to the Sheriff’s Office’s adoption of said policy.  Comments may be presented in person at the hearing or may be provided in writing or on voicemail to be shared at the hearing by calling 434-542-5118.  Written comments (500 words or less) can be delivered to the Administration Office; mailed to PO Box 608, Charlotte Court House, VA, 23923; or emailed to publiccomments@charlottecountyva.gov.  Written comments should include the subject and your name & address.

NOTICE OF PUBLIC HEARING
VDOT SIX YEAR PLAN

The Virginia Department of Transportation (VDOT) and the Board of Supervisors of Charlotte County, in accordance with Section 33.1-70.01 of the Code of Virginia, will conduct a joint public hearing in the meeting room of the County Administration Office, 250 LeGrande Avenue, Suite A, Charlotte Court House, Virginia at 6:05 p.m. on December 14, 2020.  

The purpose of this public hearing is to receive public comment on the proposed Secondary Six-Year Plan for Fiscal Years 2021 through 2026 in Charlotte County and on the Secondary System Construction Budget for Fiscal Year 2021.  Copies of the proposed Plan and Budget may be reviewed at Charlotte County Administrator’s office located at 250 LeGrande Avenue, Suite A, Charlotte Court House, Virginia.  

All projects in the Secondary Six-Year Plan that are eligible for federal funds will be included in the Statewide Transportation Improvement Program (STIP), which documents how Virginia will obligate federal transportation funds.

NOTICE OF INTENT TO PROPOSE ORDINANCE FOR ADOPTION
RE:  ORDINANCE AMENDING AND REENACTING CHAPTER 66, ARTICLE II OF CHARLOTTE COUNTY CODE OF ORDINANCES, BY INSERTING SECTION 66-33, IMPOSITION OF ADDITIONAL GENERAL RETAIL SALES TAX; USE OF REVENUES FOR CONSTRUCTION OR RENOVATION OF SCHOOLS  

On Monday, December 14, 2020, beginning at 6:00 p.m., in the Board of Supervisors’ meeting room in the Charlotte County Administration Building located at 250 LeGrande Avenue, Suite A, Charlotte Court House, Virginia  23923, the Charlotte County Board of Supervisors will propose for adoption an ordinance amending and reenacting Chapter 66, Article II of the Charlotte County Code of Ordinances, by inserting Section 66-33, Imposition of Additional General Retail Sales Tax; Use of Revenues for Construction or Renovation of Schools. Said ordinance would impose an additional general retail sales tax not to exceed one percent (1%), the revenues from which tax shall be used solely for capital projects for the construction or renovation of schools in Charlotte County, including bond and loan financing costs related to such construction or renovation, which additional general retail sales tax was authorized by a referendum election conducted on November 3, 2020. The ordinance would become effective on May 1, 2021, which is the first day of a month more than 120 days after adoption of the ordinance.
